MEMORANDUM OF UNDERSTANDING
AI City Metropolis Initiative – Malaysia
This Executive MOU sets out a strategic framework of cooperation between the Parties for the exploration and development of a national-scale AI-Driven Smart City ecosystem in Malaysia. This document is non-binding and intended for alignment, planning, and facilitation purposes only.
1. Parties
Party A: Government of Malaysia / State Authority / Ministry / GLC
Party B: BBB Global Network Group (MY)
2. Purpose
The purpose of this MOU is to establish a cooperative framework to explore, plan, and structure the AI City Metropolis, positioning Malaysia as a regional leader in artificial intelligence, digital economy, and future-ready urban development.
3. Project Overview
- BBB AI University (Talent, Research & Innovation)
- Menara BBB (National AI Command & Policy Interface)
- AI Industrial & Innovation Zones
- Smart Residential & Commercial Districts
- Data, Energy & Digital Infrastructure Core
Indicative land size: Up to 10,000 acres (subject to feasibility, zoning, and approvals).
4. Scope of Collaboration
Government Partner may:
- Facilitate policy alignment and inter-agency coordination
- Support land identification and planning pathways
- Guide regulatory and approval processes
BBB may:
- Provide master vision, ecosystem design, and roadmap
- Coordinate investors, technology, and industry partners
- Propose AI governance, ESG, and sustainability frameworks
5. Governance Structure
The Parties may establish a Joint Steering Committee and relevant working groups to guide planning, policy alignment, and implementation strategy, subject to mutual agreement.
6. Investment Principles
This MOU does not constitute a funding commitment. Investment structures may include PPP models, sovereign or institutional capital, and private investors, subject to separate definitive agreements and approvals.
7. Confidentiality & IP
All shared non-public information shall remain confidential. Each Party retains ownership of pre-existing intellectual property. Joint IP, if any, shall be governed under future agreements.
8. Compliance & Governance
The Parties shall comply with Malaysian laws, data protection regulations, responsible AI principles, and ESG standards.
9. Non-Binding Nature
This MOU is a statement of intent only and does not create legal or financial obligations, except for confidentiality and governing law provisions.
10. Governing Law & Validity
This MOU shall be governed by the laws of Malaysia and shall remain valid for 12–24 months unless extended by mutual agreement.
